Bitil has never been the most powerful or prominent member of the Brotherhood, despite having formidable mask and weapon powers. Perhaps because he had such strong abilities and could be a threat, the other members kept him overseeing barren islands and away from any important work. He sees this fight as the chance to show he is worthy of being a Makuta and he won’t stop until he has personally eliminated every Toa Nuva.
